The Smart Energy Innovation Platform is one of the first seven major platforms of the Hefei Comprehensive National Science Center,and is an industrial innovation transformation platform in the"2+8+N"innovation system constructed by the Science Center.This project aims to establish three institutions,namely the Smart Energy Global Research Institute,the Venture Capital Fund,and the Industrial Investment Fund,and establish three parks,namely the Innovation Park,Demonstration Project Zone,and Industrial Cluster Zone.It aims to build a comprehensive energy smart utilization model based on smart grid systems and energy internet,which complements multiple energy sources,directly connects supply and demand,and significantly improves regional energy comprehensive utilization efficiency.It aims to grasp innovation adsorption,entrepreneurship support,demonstration promotion,and acceleration of industry and finance Five links of industrial agglomeration,building a smart energy ecosystem,and forming an internationally leading and comprehensive innovation support platform for the entire industry.
The smart energy innovation platform focuses on the breakthrough innovation of key energy technologies and engineering applications,carries out research in the fields of energy production,transportation and consumption,including new energy,especially in"Internet plus"and smart energy construction,makes breakthroughs in relevant innovative technologies,and focuses on support for the"product verification"phase and the transition phase between advanced prototype and large-scale commercial production,Establish a smart energy demonstration base,promote the research and application of smart energy technology system,build a diversified energy supply system,cultivate new business models,promote energy production and consumption revolution,and promote the development and growth of the energy industry.
(3)Implement six major projects to promote photovoltaic applications.
By implementing projects such as distributed photovoltaic roofs,photovoltaic building integration,photovoltaic ground power stations,photovoltaic demonstration projects,photovoltaic poverty alleviation,and"photovoltaic+"comprehensive utilization,we will comprehensively promote the pilot construction of national new energy demonstration cities and low-carbon cities.
1.Implement distributed photovoltaic roof engineering.Vigorously promote the application of distributed photovoltaic power generation,combine industrial plants and supporting facilities,and build photovoltaic industrial parks;Encourage various investment entities to adopt a contract energy management model and cooperate with various enterprises to carry out photovoltaic applications.Non residential buildings such as industrial factories,large exhibition venues,commercial complexes,sports venues,airports,docks,and stations that meet the requirements for photovoltaic power generation utilization and have a new roof area of over 1000 square meters should meet the requirements for installing photovoltaic power generation systems in the design and planning of construction structures and roof loads.Combining the construction of new urbanization,renovation of old towns,construction of new rural areas,and relocation from other places,we will plan and construct a rooftop photovoltaic power generation system to form several photovoltaic towns and new photovoltaic villages.By the end of 2020,there will be 600 rooftop distributed photovoltaic power generation systems with an installed capacity of 500MW.
2.Implement photovoltaic building integration projects.Encourage various types of financially supported affordable housing projects,public institution buildings,public welfare facilities,etc.to design roofs and facades in accordance with the requirements of photovoltaic building integration during the planning and design stage;Encourage the construction of distributed photovoltaic power generation systems using building photovoltaic components on eligible roofs.By the end of 2020,there will be 100 integrated photovoltaic building power generation systems with an installed capacity of 50MW.
3.Implement the photovoltaic ground power station project.Innovate land use mode,actively promote state-owned and collective unused land such as barren hills,wasteland,mudflat and landfill slope protection,abandoned mines and highway land,carry out various photovoltaic applications according to local conditions,promote the organic integration of photovoltaic power generation and other industries,and open up new ways for land value-added utilization through photovoltaic power generation.Encourage the use of resources such as agricultural greenhouses,aquaculture water surfaces,and farms to develop photovoltaic power stations that complement and integrate the development of"agricultural light,fishing light,and poultry light".On the premise of complying with forestry management standards,forest light complementary photovoltaic power stations should be reasonably arranged in suitable forest land,shrubbery,and sparse forest land.By the end of 2020,the installed capacity of photovoltaic ground(surface)power stations will reach 1400MW.
4.Implement photovoltaic demonstration project engineering.Encourage photovoltaic application enterprises to strive for support from the national photovoltaic"leader"plan and achieve project optimization and configuration through a comprehensive competitive mechanism.Promote the construction of a group of photovoltaic communities,encourage cooperation between enterprises and financial institutions,and carry out distributed photovoltaic project construction on scattered and idle rooftop resources of public institutions such as schools,hospitals,public transportation hubs,sports venues,etc.within our city through the construction and operation mode of"industrial funds+asset securitization".Strive to build 50MW photovoltaic power stations on the rooftops of public institutions in the city during the 13th Five Year Plan period,and strive to create a new model for photovoltaic promotion and application in Hefei.
5.Implement photovoltaic poverty alleviation projects.To provide stable and reliable income for impoverished households,we aim to achieve full coverage of photovoltaic power generation for rural households in extreme poverty by the end of 2018.Ensure that key equipment for photovoltaic poverty alleviation meets advanced technical indicators and is of reliable quality,and encourage the establishment of specialized platform companies to implement unified operation and monitoring of photovoltaic poverty alleviation projects.Vigorously promote the construction of village collective distributed photovoltaic power stations,integrate various existing funds for beautiful rural construction,poverty alleviation,and modern agricultural development,and combine the increase and decrease of land remediation to plan and construct a corresponding number of poverty-stricken villages and beautiful rural collective distributed photovoltaic power generation systems annually.Ensure the connection between rural power grid transformation and upgrading and distributed photovoltaic poverty alleviation projects,and ensure that the electricity generated by photovoltaic poverty alleviation projects is connected to the nearest area and fully consumed.Support the construction of a unified operation monitoring and management platform to ensure long-term reliable operation and stable revenue of the power station.
6.Implement the"photovoltaic+"comprehensive utilization project.Organize new technology demonstration and application projects in the photovoltaic field based on downstream application needs.Key components such as high-efficiency and low-cost photovoltaic cells,new photovoltaic cells,new photovoltaic systems,and control/inverters will be demonstrated and applied in different regions,climates,and power grid conditions.New lighting facilities with landscape lighting functions such as courtyard lights,lawn lights,and light boxes will be built in urban areas and key towns,including public green spaces,squares,parks,and scenic spots.In areas with good lighting conditions,the promotion and application of solar energy will be encouraged.Construct a number of photovoltaic sanitation stations,photovoltaic bus shelters,photovoltaic parking lots(sheds),photovoltaic rain shelters at subway station entrances,photovoltaic car charging stations,and other facilities according to local conditions.
By comprehensively promoting and applying photovoltaic technology,we aim to achieve a total installed capacity of over 2GW by the end of 2020.
(4)Establish a"one park,one zone,and one belt"industrial carrying system.
Based on the existing foundation of our city's photovoltaic industry,we will create a"one park,one zone,and one belt"initiative,focusing on the construction of the"National Photovoltaic Comprehensive Industrial Park"in Hefei High tech Zone,the"Photovoltaic Product International Trade Service Zone"in Xinzhan High tech Zone relying on the comprehensive bonded zone,and supporting industrial belts covering counties(cities)and development zones such as Changfeng,Feidong,Chaohu,and Lujiang.We will also innovate photovoltaic application models to radiate throughout the city,and build a photovoltaic application driven by industrial development,A positive pattern of promoting industrial development through application.Build our city into an industrial cluster with high technological level,complete industrial chain,new application and promotion,and excellent business models in the domestic photovoltaic industry,and become a leader in the photovoltaic industry and applications in the Yangtze River Delta and even the whole country.
——The"One Park"refers to the national level photovoltaic comprehensive industrial park in the high-tech zone.At present,there are over 40 photovoltaic enterprises in the high-tech zone,forming a relatively complete photovoltaic industry chain including crystalline silicon,battery cells,modules,inverters,system integration,and so on.Accelerate the construction of major projects in the district,leverage the innovation adsorption and industrial incubation functions of the smart energy innovation platform,strengthen the support of leading enterprises and new projects such as Jing'ao Solar,Sunshine Power,and Tongwei Solar,expand the industrial scale,and optimize the industrial ecology.
——The"One Zone"refers to the International Trade and Service Zone for Photovoltaic Products in the New Station High tech Zone.Give full play to the special advantages of the comprehensive bonded zone,actively participate in the global resource allocation and international industrial division of labor,deepen the international exchange and cooperation of the industry,focus on the development of services such as international trade of photovoltaic products,modern logistics and import commodity exhibition,establish an exchange platform to promote international solar energy technology cooperation,build a bridgehead to promote the"going global"development of solar equipment manufacturing in our city,and actively participate in the national"the Belt and Road"construction.
——The"Belt and Road"refers to the supporting service and application industry belt.Relying on a group of small and medium-sized supporting enterprises such as Zhongnan Optoelectronics,Daheng Energy,Luming New Energy,Guangyin Aluminum,Zhengfan Electronics,Juneng New Energy,Jingchen Photovoltaics,and a group of key application enterprises such as Golden Sun,China National Nuclear Corporation,and State Power Investment,we will create a complete supporting service and application industry belt in terms of bracket profiles,aluminum frames,system integration,and other aspects,starting from the"Xiatangji Industrial Park"in the north and ending in Chaohu City and Lujiang County in the south.
4、Safeguard measures
(1)Strengthen organizational leadership.
Give full play to the functions of the leading group for the sustained,healthy and rapid development of the municipal photovoltaic industry,and coordinate,guide and promote the development and promotion of the photovoltaic industry.Clarify the responsibilities of relevant departments and units at all levels to ensure that all tasks are implemented effectively.Strengthen supervision,inspection,and evaluation,and establish statistical analysis,performance evaluation,and supervision and assessment mechanisms for the development of the photovoltaic industry in key counties and districts.Hire technical experts,industry research experts,well-known entrepreneurs,etc.in the photovoltaic field,establish a photovoltaic industry expert consulting committee,responsible for industry information support and training,enterprise technology research and development cooperation,investment attraction,project evaluation and selection,and other work.

Establish special support funds for the development of the municipal photovoltaic industry and increase them year by year according to actual needs;Encourage financial special funds at all levels to support photovoltaic construction projects in target villages,such as poverty alleviation and beautiful rural construction;Actively seek support from national and provincial photovoltaic related special policies.Encourage the application of advanced photovoltaic products and the comprehensive application of new technologies such as urban micro grid and energy storage.Implement policies such as tax incentives,export tax refunds,encouragement of technological innovation,securitization of photovoltaic power station assets,and carbon emissions trading.Explore the establishment of a photovoltaic industry technology innovation investment fund to support the construction of photovoltaic technology demonstration projects and enterprise technology transformation.Priority should be given to supporting enterprises to list,go public,and issue bonds in domestic and foreign capital markets,as well as supporting listed enterprises in refinancing and mergers and acquisitions.

Explore the establishment of an electricity market mechanism that adapts to photovoltaic power generation,and establish mechanisms for the creation,application,management,and protection of intellectual property rights such as photovoltaic new technologies and models.Promote direct transactions between distributed photovoltaic power generation and power users,incorporate the development of distributed photovoltaic technology into urban and rural power grid transformation plans,and combine the characteristics of distributed photovoltaic technology to upgrade the construction of smart grids.At the same time,do a good job in synchronous planning of centralized large power stations and supporting power grids,simplify work processes,and implement"one-stop"services.Establish and improve a dynamic evaluation mechanism,track and monitor the implementation of government key demonstration projects and photovoltaic poverty alleviation projects,conduct scientific evaluation and supervision inspections,regularly evaluate and evaluate the implementation of relevant goals and plans,and timely coordinate and solve problems encountered during the implementation process.Explore the introduction of third-party audit mechanisms and standardize the process of fund redemption.Improve the standard system for photovoltaic technology products,and improve the standards,testing,certification,and quality supervision mechanisms for photovoltaic technology equipment.
